Lifetime drugs bans to be overturned

I don't really  make news posts here but when I heard that the UK's zero tolerance for athletes caught doping was to be overturned, I was pretty much stunned.  The BBC report is here.

Really, what kind of message is being sent to those who are trying to cheat their way to the top in elite sport?  Surely this will encourage the unethical to try new (and harder to detect) drugs knowing that any ban will be temporary at best. 

I'm not saying that a four-year ban is trivial in the life of a pro athlete.  But, is it long enough?  I don't think so.
